Final Paper Submission

Instructions for the Submission of Final Papers:
Prospective authors are invited to electronically submit full regular papers of their work. English is the working language of the Conference. Papers are limited to six (6) pages. Up to two (2) additional pages can be accepted, but additional page fees (10,000 JPY for each additional page) must be paid at registration.

Authors must adhere to the IEEE Conference written paper format. The author must submit the final version of paper before the due final submission deadline. These are submitted through the IES Submit system (see below). IEEE is very strict about the requirements for PDF files for inclusion in the IEEE Xplore. We strongly recommend to use the set of templates in MS Word and LaTeX format provided by IEEE. Please use them to create your paper, but don’t modify the style nor the format under any circumstances:

Submit only original work, not previously published or copyrighted. Prospective authors are expected to submit only their own original works. The Conference will be using the CrossCheck automated screening system to help verify originality of manuscripts. Submitted works may be compared to over 20 million articles in databases worldwide. Manuscripts that violate IEEE’s publication principles may be summarily rejected. If the violation is deemed severe, then disciplinary actions may also be taken by IEEE.
Accepted and presented papers will be copyrighted to IEEE and published in conference proceedings, which will be eligible for inclusion in the IEEE Xplore® Digital Library, once it meets the requirements of an IEEE quality review. It will then be customarily indexed by EI Compendex.

Paper Submission:
Technical papers accepted for the Conference must be submitted via IEEE IES ICM2015 Manuscript Submission System before the deadline. Only PDF files will be accepted.

IEEE PDF eXpress Plus (Conference ID: 33649XP) is available for ICM2015 to check your PDF or convert your paper to PDF format. Please note that IEEE PDF eXpress Plus is not a manuscript submission system.

Publication Policy:
Conference papers will be indexed for IEEE Xplore only if all three of the following requirements are satisfied: submit all publication materials, pay full registration fee, and present the work at the conference. Authors who are unable to attend and present their work must pay attention to special instructions in either C2 or C3.
A. Submit publication materials
The author must submit the final version of manuscript and IEEE Copyright Form before the final manuscript deadline. These are submitted through the paper submission system.
B. Pay full registration fee
An author must pay a full registration fee before the early registration deadline.
C. Present the work
Presentation is defined as one of the following:
1) By author: Ideally, the primary author will attend the conference and present their contribution. This is the classical way of participating in conferences, and authors gain the greatest professional benefits.
2) By colleague: If the primary author cannot attend, then a qualified colleague may present the paper. A qualified colleague is one who is familiar with the technical field, and is capable of discussing the issues. The primary author misses the technical interaction, but fulfills professional obligations. NOTE: A full regular registration fee must be paid.
3) Absent authors: If the author or qualified colleague cannot attend the conference, then the author must notify the Technical Program Co-Chairs beforehand. The absent author must also email a PowerPoint presentation with audio clips, no later than the deadline, to the Technical Program Co-Chairs. The conference program committee will review the presentation for quality. Acceptable presentations will be included in the conference media. If the presentation is considered unacceptable, then the paper will be considered as NOT PRESENTED.

According to the above policy, ICM 2015 will publish and distribute a Conference Proceedings with copyrighted content at the conference. All final papers will be included in the IEEE content library, BUT “not presented” papers will NOT be accessible from IEEE Xplore. “Not presented” papers are copyrighted, however, and cannot be re-published without permission from IEEE.
