0.  Overview

This section covers highlights of earlier years.

0.1 Year 2004

In 2004 the formation of a committee to address power and energy issues was authorized by the Governing Board.  This action was announced at the 2005 Electric Ship Technology Symposium.

0.2 Year 2008

The Marine Systems Coordinating Committee was formed in 2008 at which time a scope was prepared and the committee was organized into seven subcommittees.  The scope and organization were discussed with the Chair of the PES Technical Council (Ms. Paula Traynor) and Ms. Noel Schulz who had initiated the process and gained approval of the Govefrning Board.

At that time there was a discussion on wether to make the committee a coordinating committee or a technical committee.  While it was felt that a technical committee would be appropriate, a coordinating committee approach was taken as the initial step with evolution to a technical committee was envisioned as the future path.

0.2.1 Scope

The scope of the committee focused on three words:

• Marine (in the water including land to water)
• Systems (a systematic view and approach)
• Coordination as the major role

0.2.2 Subcommittees

The subcommittees linked to existing PES committees and industry need were identified as:

• Electric Ships and Marine Platforms
• Wind, Wave, and Tidal Systems
• Marine Transmission and Distribution
• Marine Grounding and Safety
• Environmental Impact
• Education and Symposia
• Organization and Procedures

0.2.3 Operations and Procedures Manual

An Operations and Procedures manual was prepared and submitted to Technical Council O&P Committee for review.

0.3 Year 2009

In 2009 at the Joint Technical Committee Meeting  O&P Manual status was discussed.  No progress had been made by the TC O&P committee but assurances were made that the MARSYS O&P Manual would be given priority.

MARSYS sponsored a coordinating meeting among PES WG I8 TF2 and IAS PCIC working groups for IEEE P45.2 Automation and P45.3 Systems Integration groups

MARSYS provided support for the 2009 – Electric Ship Technology Symposium and had its first annual meeting at the PES GM.  At that meeting a vision and plan was prepared and interest in Wave and Tidal issues were discussed.

0.4 Year 2010

In 2010 the Technical Council decided to transition Marine Systems to a Technical Committee[1]^{, [2]}.  A revised Scope was prepared and revision of the O&P Manual was begun.  Upon discussions with the PES TC IEEE-SA representative it was decided to prepare the O&P Manual in two parts:  Part 1 would be the O&P Manual and Part 2 would cover procedures for standards development.  Each document was intended to be stand alone eliminating the need to flip back and forth between multiple documents.

It was realized that there could be significant overlap and a method for resolving overlap was developed and incorporated so it would be clear that there was only one source of a rule and that source was clearly identified.  This method was incorporated and appears to resolve the issue.

Both parts were submitted to the Technical Council for review.  The Committee is prevented from proceeding without approval of its O&P Manual.  Nothing has been heard to date.

No Tutorials or Panels have been prepared this reporting period.  Members have been active supporting tutorials and panels led by other organizations.  These include:

• IEEE-DKE-Workshop 2012  STANDARDIZATION: Living in the Smart Cities of the Future eLife, eWork, eMobility and Connecting to Smart Grids (Invited by IEEE-SA to be presenter)

7. Problems and Concerns:

• Inertia – Getting folks interested and keeping their interest is a challenge
• The Process – Long and boring to most.  Marine Systems started well before and was approved by the Board of Governors in 2004.  Multiple attempts since 2008 to get an approved O&P Manual have so far failed to bear fruit.

8. Significant Plans for the Next Period:

We will continue to press for approval of our O&P Manual and establishment as a full technical committee.  This will require a significant amount of rebuilding due to length of time it has taken to establish the committee.

We will participate in the International Conference on Electrical Systems for Aircraft, Railway and Ship Propulsion – ESARS 2012, which will be held in Bologna – Italy- from 16 to 18 October 2012.
