Understanding Cascading Outages – Operating Experience at Manitoba Hydro

Abstract:

The re-structuring of the electric power industry coupled with the ever stringent environmental regulation and the integration of large scale of renewable resources has fundamentally changed the way how the existing interconnected power grids have been designed and operated. Cascading failures leading to blackouts occurred in many areas around the world and have gained increased attention due to their upward trends and significant impacts.

System operations have been experiencing increased pressure and challenge in supporting market operations while preserving reliability of the power grids. Operating engineers and system operators require innovative and advanced technology in managing the power grid of increasing complexity.

The presentation will discuss the fundamental understanding of the cascading outages and the need to research and develop advanced tools for the grid operators to identify and control the risk of cascading outages that would lead to large area of blackouts.

The presentation will also share some operational experience at Manitoba Hydro in dealing with events of low probability and high impact.

Speaker Bio:

Wenjie Zhang received B.Sc. and M. Sc. degrees in electrical engineering from Huazhong University of Science and Technology and Taiyuan University of Science and Technology in 1982 and 1985, respectively, and Ph.D. degree from The University of British Columbia in 1993. Wenjie is a Principle Network Studies Engineer in System Performance Department at Manitoba Hydro responsible for developing operating guides for the operations of Manitoba transmission systems and Manitoba-USA and Manitoba-Ontario interconnections. Wenjie also represents Manitoba Hydro on various external committees for reliability of regional interconnected power grid and R&D projects. Wenjie is a member of PES and a registered professional engineer in the province of Manitoba.
